Electronic passport supply and collection with Netpage and HID

Disputed Status as of 8 April 2026 · Funding type: Not published

Sierra Leone's May 2020 performance audit described a passport arrangement in which De La Rue printed documents and Netpage collected sales proceeds and paid the supplier. 1 The 2023 annual audit named HID CID Limited and recorded USD744,993 in unpaid royalties. 2 Reporting on a 2024 hearing about the separate 2022 amount attributed a challenge to the royalty clause's parliamentary approval to the PAC chair. 3 Netpage's CEO later said a temporary waiver had been approved and revised royalties were being paid from October 2025. That company account does not establish settlement of the earlier audit amount. 4

Timeline

  1. Signed or started: February 2014. The May 2020 audit gives 11 February in section 2.2 and 14 February in section 3.1.1 1
  2. May 2020: ASSL recorded that dollar appreciation had reduced the dollar equivalent of Netpage's local-currency receipts by about 25% and recommended government engagement with suppliers. This is contractual context, not clearance of later royalty obligations. 1
  3. 31 October 2024: reporter Lemuella Tarawallie attributed to PAC chair Ibrahim Tawa Conteh the position that the original approved agreement contained no royalty clause and that a reviewed agreement needed to be tabled. That hearing concerned the separate 2022 figure of USD429,627 at 8%, not the 2023 audit calculation. This is a reported committee position, not a court ruling. 3
  4. December 2024: the 2023 Auditor-General's report cited a 9% royalty under section 1(1.4) of a Contract Change Note and recorded USD744,993 unpaid for 82,777 passports. Management reported receiving no payment evidence by 31 December 2023. ASSL said evidence had not been provided and the issue remained unresolved. The amount is thousands, not millions. 2
  5. 8 April 2026: Voice of Salone attributed to Netpage CEO Jamal Shallop a claim that the ministry had approved a temporary royalty waiver during pandemic and currency difficulties. He said an amended agreement required 10% and that the company had complied since October 2025. The underlying waiver, amended agreement and proof settling the 2023 audit amount were not available in the opened sources. 4
  6. 8 April 2026: Recorded status is Disputed.
