This is not a count of issued passports. The official record dates the award and contract to 6 August 2022. IRIS's 2021 annual report describes a September 2020 award for the same quantity and product 2. The opened sources do not reconcile those dates. The scheduled completion date is not proof of actual delivery. No separate second award is inferred.
